Discuss the Nuclear Regulatory Commissions (NRCs) expectations for the licensee safety culture assessment:

Specific aspects that will be evaluated by the NRC are described in Inspection Procedure (IP) 95003 Sections 02.07, 03.07, and relevant enclosures to the IP.

Assessment team must be independent of licensee (including corporate) personnel, conducted by a third party.

All functional groups (including contractors), all management levels (including corporate) must be included with a rationale for sample selection and sizes.

Cross-walk to all 13 of NRCs safety culture components.

Rationale for method(s) selected and technical basis for combination of methods.

Technical basis for method(s) (e.g., if a survey is used, documentation of statistical characteristics of survey instrument, survey administration protocol).

Assessment tools should consider insights from prior site safety culture assessment, other self-assessments, and NRC findings for the past two years as deserving special attention.
