ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REVIEW OF THE OYSTER CREEK NUCLEAR GENERATING STATION, LICENSE RENEWAL APPLICATION - SAFETY EVALUATION REPORT During the Advisory Committee on Reactor Safeguards (ACRS) meeting on February 1, 2007, the Division of License Renewal (the staff) and the applicant discussed the results of a confirmatory analysis conducted by Sandia National Laboratories (SNL).

On February 13, 2007, the staff forwarded to the ACRS the attached e-mail from Mr. Michael F. Hessheimer, Manager, Systems & Structures, Dept. 6764, SNL.

Mr. Hessheimer managed the contract for the analysis conducted by SNL in support of the staffs evaluation of the Oyster Creek Nuclear Generating Station (Oyster Creek) license renewal request. In his e-mail to the staff, Mr. Hessheimer expressed concern about some of the staffs statements and one slide presented during the February 1, 2007, ACRS committee meeting. The staffs discussions and presentation during the meeting were associated with the Oyster Creek license renewal application. Specifically, Mr. Hessheimer was concerned about the staff statements which indicated that the SNL analysis did not include the effect of hoop tension in determining the minimum shell thickness.

As a follow-up to the staffs receipt and review of Mr. Hessheimers e-mail, a conference call was conducted by the staff with Mr. Hessheimer and Dr. Jason Petti, Sr. Member of the Technical Staff, SNL on February 16, 2007. The purpose of the conference call was for the staff to more fully understand Mr. Hessheimers concern. During the call, Mr. Hessheimer indicated that he was concerned that the slide information referenced above could have confused some ACRS members or the public. Mr. Hessheimer was concerned that the slide did not specify which portion of the SNL analysis did not include an analysis of the effect of hoop tension in determining the minimum shell thickness. The staff indicated that the purpose of the ACRS presentation was to explain differences between a 1990's General Electric (GE) and the 2006 SNL analyses. The 1990's GE analysis was performed for the licensee, was reviewed by the staff, and is the current licensing basis for Oyster Creek. The 2006 SNL analysis was performed as a confirmatory analysis for the staff as part of the staffs review of Oyster Creeks license renewal request.

Based upon our review of Mr. Hessheimers e-mail and our discussions with Mr. Hessheimer and Dr. Petti, the staff agreed with Mr. Hessheimer that both the SNL and the GE analyses considered the effects of hoop tension in determining the theoretical buckling load.

Mr. Hessheimer agreed with the staffs determination that the SNL analysis did not incorporate the effects of hoop tension to modify the capacity reduction factor.

F. Gillespie Mr. Hessheimer indicated that SNL did not have access to the test results used by Dr. Clarence Miller, to justify modification of the capacity reduction factor in the 1990's GE analyses and has no position on whether the data shared during the February 1, 2007, ACRS meeting satisfies use of the modified capacity reduction factor.
