COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION RELATED TO TXU POWER'S REQUEST FOR REVIEW OF PREVIOUSLY SUBMITTED TOPICAL REPORTS (TAC NO. MC 6899)

1) TXU Power letter, logged TXX-05037, from Mike Blevins to the U. S. Nuclear Regulatory Commission, dated February 17, 2005.
2) NRC memorandum of February 3, 2006 from John Nakoski to David Terao, regarding request for additional information (TAC NO. MC 6899).
3) TXU Power letter, logged TXX-06125, from Mike Blevins to the U. S. Nuclear Regulatory Commission, dated July 17, 2006.

Dear Sir or Madam:

In Reference 1, TXU Generating Company LP (TXU Power) requested NRC review of two previously submitted topical reports describing revised accident analysis methodologies that will be necessary to support design and operating activities, as well as licensing actions, related to the replacement of the CPSES Unit 1 steam generators. This submittal was supplemented by the RAI response letter of Reference 3.

Based upon further questions provided by Mr. Mohan Thadani of the NRC during a conference call on January 25, 2007, TXU Power hereby provides the following commitments which will be completed and/or incorporated into the CPSES licensing basis.

TXX-07047 Page 2 of 3 Commitment Commitment Number Description 27435 The small break LOCA analysis presented in TXU Power topical report ERX-04-004, supplemented with the responses to the NRC's Request for Additional Information in TXX-06125, will be used to support the operation of Unit 1 Cycle 13 only.

The peak clad temperature (PCT) reported for the small break LOCA analysis of record for Unit 1 Cycle 13 and for 10CFR50.46 annual reporting purposes will be 1830'F, plus additional PCT penalties as specified in the NRC's Safety Evaluation of ERX-04-004.

27436 TXU Power will submit a License Amendment Request (LAR) to revise Technical Specification 5.6.5 to allow the use of the Westinghouse NOTRUMP-based small break LOCA methodology to establish future Comanche Peak core operating limits by April 30, 2007. The unit-specific evaluation model will be submitted for NRC review by July 31, 2007, and if approved by the NRC, will be applied to CPSES Unit 1 beginning with Cycle 14 operation in the Fall of 2008.

27437 During the review of TXU topical report ERX-04-005 and the response to the NRC's Request for Additional Information transmitted in TXX-06125, it was identified that the titles of Figures 5-1 through 5-5 should refer to the "Decrease in Main Feedwater Temperature" transient. It was also identified that the page headers in topical report ERX-04-005 are incorrect.

Both of these errors will be corrected when the approved version of ERX-04-005 is issued by July 31, 2007.

The Commitment Number is used by TXU Power for the internal tracking of CPSES commitments.

If you have any questions regarding this submittal, please contact Mr. Bob Kidwell at (254) 897-5310.
