SUMMARY
OF OCTOBER 18, 2005, MEETING WITH TXU GENERATION COMPANY, LP, TO DISCUSS APPLICATION OF ACCIDENT ANALYSIS METHODOLOGIES FOR REPLACEMENT OF STEAM GENERATORS AT THE COMANCHE PEAK STEAM ELECTRIC STATION (CPSES), UNIT 1 (TAC NO. MC6899)
On October 18, 2005, the U. S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 meeting with representatives of TXU Generation Company, LP (the licensee for CPSES) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to hear the licensee's briefing on its application of accident analysis methodologies for replacement steam generators (RSGs) at CPSES, Unit 1.
The licensee plans to replace the current Westinghouse D-4 steam generators (SGs) with integral pre-heaters during its spring 2007 refueling outage (1RF12). A list of meeting attendees is provided as Enclosure 1.
The licensee outlined its overview of the RSG project, operating strategy, and implementation schedules of its plan to replace the current Westinghouse D-4 SGs with the proposed Delta 76 SGs that incorporate a feed ring design. The licensees presentation is provided as. The proposed RSGs are similar to the Delta 75 SGs that were installed at the Shearon Harris and V.C. Summer plants. Each proposed RSG incorporates Alloy 690 U-tubes and will be fabricated by Equipos Nucleares, S.A. of Spain.
The licensee described its analysis capabilities outlined in the topical report (TR) supplements (1) ERX-04-005, Revision 0, Application of TXU Powers Non-LOCA Transient Analysis Methodologies to a Feed Ring Steam Generator Design, and (2) TR ERX-04-004, Revision 0, Replacement Steam Generator Supplement to TXU Powers Large and Small Break Loss of Coolant Accident Analysis Methodologies. The licensee previously submitted these TR supplements to the NRC staff for review and approval.
The licensee stated that it plans to submit required changes to the Technical Specifications in November 2005 and submit other license amendments identified through the 10 CFR 50.59 evaluations in May 2006. The licensee requested that NRC approvals for the RSG related licensing actions be completed by February 2007, in time to support the spring 2007 refueling outage.
The NRC staff questioned the licensee about the issues discussed below.
During the discussion of the licensees methodologies for addressing main feedwater break events, the NRC staff asked the licensee whether it had considered a need for restraining the feed-water pipe that spans to the RSGs feeder ring located near the top of the RSGs. The licensee stated that it will provide additional information addressing the NRC staffs question. In response to other NRC staffs questions, the licensee provided further clarifications of the TRs that are currently under NRC staff review.

The licensee indicated that all the objectives of the meeting were met. The member of the public indicated that he was not able to find the supporting information on the NRC web site where the meeting notice was posted, but did not call the contacts provided on the web site.
