REVIEW OF RESPONSE TO GENERIC LETTER 2003-01, CONTROL ROOM HABITABILITY, FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. MB9776, MB9777, MB9778)
Dear Mr. Singer:
The U. S. Nuclear Regulatory Commission (NRC) acknowledges the receipt of your response to Generic Letter (GL) 2003-01 Control Room Habitability dated December 8, 2003 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML033430322); and February 8, 2007 (ADAMS Accession No. ML070400566). This letter provides a status of your response and describes any actions that may be necessary to consider TVAs response to GL 2003-01 for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3 complete.
The GL requested that TVA confirm that the control rooms meet their design bases (e.g.,
General Design Criteria (GDC) 1, 3, 4, 5, & 19, draft GDC, or principal design criteria), with special attention to: (1) determination of the most limiting unfiltered and/or filtered inleakage into the control room and comparison to values used in your design bases for meeting control room operator dose limits from accidents (GL 2003-01, Item 1a); (2) determination that the most limiting unfiltered inleakage is incorporated into the hazardous chemical assessments (GL 2003-01, Item 1b); and, (3) determination that reactor control capability is maintained in the control room or at the alternate shutdown location in the event of smoke (GL 2003-01, Item 1b).
The GL further requested information on any compensatory measures in use to demonstrate control room habitability, and plans to retire them (GL 2003-01, Item 2).
TVA reported the results of ASTM E741(American Society for Testing Materials, Standard Test Method for Determining Air Change in a Single Zone by Means of a Tracer Gas Dilution) tracer gas tests for the BFN control room habitability zone, which contains the common Units 1 and 2 control room and the separate Unit 3 control room.
TVA determined that the most limiting unfiltered inleakage into the Control Room Envelope (CRE), was less than 600 cubic feet per minute (cfm) which is less than the value of 3717 cfm assumed in the design basis radiological analyses for control room habitability (CRH).
TVA also provided information that adequately supported a conclusion that the most limiting unfiltered inleakage into the CRE is incorporated into the hazardous chemical assessments, and that reactor control capability is maintained from either the control room or the alternate shutdown panel in the event of smoke.

Singer March 8, 2007 The GL further requested that TVA assess the BFN technical specifications (TSs) to determine if they verify the integrity of the CRE, including ongoing verification of the inleakage assumed in the design basis analysis for CRH, and in light of the demonstrated inadequacy of a delta () P measurement to alone provide such verification (GL 2003-01, Item 1c). In the December 8, 2003, response TVA indicated that the testing currently being performed was adequate to demonstrate CRH Zone integrity and that TVA did not believe any TS changes were required.
In a subsequent response dated February 8, 2007, TVA submitted a regulatory commitment to submit a proposed license amendment request based on TS Task Force Traveler 448 (TSTF-448) by March 1, 2008.
The information TVA provided supported the fact that there are no compensatory measures needed to be in place to demonstrate CRH.
The information also supported the conclusion that the units meet the intent of the GDC, even though they are not required to. TVA indicated that this is documented in your Final Safety Analysis Report.
The responses to the GL as discussed above and TVAs commitment to submit a license amendment request based on TSTF-448 are acceptable for the purpose of closing out TVAs response to GL 2003-01 for BFN, Units 1, 2, and 3.
