OF TELEPHONE CONFERENCE CALL HELD ON FEBRUARY 15, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CAROLINA POWER & LIGHT COMPANY, CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Carolina Power & Light Company held a telephone conference call on February 15, 2007, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Shearon Harris Nuclear Power Plant, Unit 1, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs D-RAIs. provides a listing of the participants and Enclosure 2 contains a listing of the D-RAIs discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

D-RAI 2.3.3.31-1 LRA Section 2.3.3.31 describes fire protection system components. It is not clear from review of the LRA Tables 2.3.3-27 and 3.3.2-27 that fire hydrants, standpipes, manual hose stations, floor drains, dikes, filter housings, thermal insulation/fire proofing, fire wrap, orifices, valve bodies, and reactor coolant pump oil collection system components are included within the scope of license renewal and subject to an aging management review (AMR).

Discussion: Based on the discussion with the applicant, the staff agreed to revise this question to remove the word thermal insulation, as it makes an incorrect reference. The revised question will be sent as a formal RAI.

D-RAI 2.3.3.31-2 LRA Section B.2.14 includes an aging management program (AMP) for fire barrier assemblies.

It is not clear from review of the LRA Tables 2.3.3-27 and 3.3.2-27 that fire barrier walls, ceilings, floor, slabs, penetration seals, seismic joint filler, and fire doors are included within the scope of license renewal and subject to an AMR.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI B.2.15-1 LRA Section B.2.15 describes the fire water system AMP. NUREG-1801, Generic Aging Lessons Learned (GALL) Report,Section XI.M26, Fire Water System, requires fire hydrant hose hydrostatic tests, gasket inspections and fire hydrant flow tests to be performed annually to ensure that fire hydrants can perform their intended functions and provide opportunities for degradation to be detected before a loss of intended function can occur. The staff requests that the applicant describe fire hydrant inspection and testing in LRA Section B.2.15.

Discussion: The applicant stated that the supporting inspection and testing documentation requested is located onsite. The NRC Audit team will be conducting an onsite audit to examine the AMPs and supporting documentation. Therefore, this question is withdrawn and will not be sent as a formal RAI.
