H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2, NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Walt:

On April 16-20, 2007, the NRC will perform the baseline Occupational Radiation Safety Inspection at the H. B. Robinson Steam Electric Plant Unit 2 (NRC Inspection Procedures 71121.01, 71121.02, and the radiation safety portions of 60855.1). Experience has shown that this inspection is resource intensive both for the NRC inspectors and your staff. In order to minimize the impact to your on-site resources and to ensure a productive inspection, we have enclosed a request for documents needed for this inspection. It is important that all of these documents are up to date and complete, in order to minimize the number of additional documents requested during the preparation and/or the onsite portions of the inspection. The lead inspector has determined that because of the recent public radiation safety cornerstone inspection at the plant in January 2007, a preinspection visit is unwarranted and the requested documents can be transmitted by mailing a compact disk.

We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Garrett Sanders of your organization. Inspection Dates: April 16-20, 2007 Inspection Procedures: IP 71121.01 Access Control To Radiologically Significant Areas IP 71121.02 ALARA Planning and Controls IP 60855.1 Operation of an ISFSI at Operating Plants Note: This is a broad list of the documents the lead NRC inspector will be interested in obtaining and reviewing. The current version of these documents is expected unless specified otherwise. Electronic media is preferred, if readily available (The preferred file format is Word, WordPerfect, or searchable .pdf files on CDROM). The lead inspector will discuss specific information needs with the licensee staff and may request additional documents.

Access Controls to Radiologically Significant Areas (71121.01)

1. Procedures related to HP/access controls (e.g., posting, labeling, surveys, RWPs, contamination control, airborne controls, dosimetry, multi-dosimetry, key control, control of divers, controls during fuel offload, etc.)
2. List of all LHRAs and VHRAs, and plant maps that show their location.
3. List of all non-fuel items stored in spent fuel pool.
4. Internal dose assessments for intakes where dose was assigned since July 2006.
5. Documentation associated with any skin contaminations > 1 rem SDE, since July 2006.
6. Most recent self-assessment or audit of access control program.
7. RWPs for the five dose or dose rate jobs to be performed during the outage.
8. List of NCRs related to access controls (including poor radworker or HP technician performance) issued since July 2006.

ALARA Planning and Controls (71121.02)

1. All procedures related to HP/ ALARA not listed above (e.g. declared pregnant worker, shielding, etc.). Include the ALARA manual (or equivalent high-level procedure).
2. Annual ALARA goals for 2006 and 2007 and the methodology/data utilized to make the projections.
3. List of top 10 dose and/or dose rate jobs for the upcoming refueling outage, including estimated doses and ALARA planning package numbers. ALARA planning packages for the top 5 dose and/or dose rate jobs.
4. List of temporary shielding requests generated for the outage.
5. ALARA Committee activity summaries (e.g. meeting minutes) for three months or 3 meetings prior to the upcoming refueling outage.
6. Records for declared pregnant workers since July 2006, listing their monthly radiation exposure during the term or year-to-date.
7. List of NCRs related to ALARA since July 2006.
8. Most recent self-assessments, audits, or reports of ALARA program.

3 Operation of an ISFSI (60855.1)

1. Procedures associated with radiological controls at the ISFSI facility. Procedures should include radiological surveys, postings, and radiation control barricades; environmental monitoring (including TLDs); and routine activities.
2. Radiation surveys of the ISFSI from July 2006 to present.
3. Environmental monitoring results (e.g. TLDs) from July 2006 to present.
4. ALARA reviews, planning, and associated RWPs for cask loading activities completed since July 2006. Radiological records for the loading of casks since July 2006.
5. List of NCRs generated since July 2006 related to the ISFSI with respect to radiation protection (i.e. access controls, ALARA, contamination, radiation levels, etc.).
