BROWNS FERRY NUCLEAR PLANT, UNITS 1,2 AND 3 - ADMINISTRATIVE CHANGES TO FACILITY OPERATING LICENSES IN CONJUNCTION WITH THE COMMISSION ORDER EA-06-037 AND REVISIONS TO PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MD2199, MD2198, AND MD2200)
Dear Mr. Singer:
By letter to the Nuclear Regulatory Commission (NRC) dated April 28, 2006, Tennessee Valley Authority (TVA) submitted its revised plans and confirmed the full implementation at Browns Ferry Nuclear Plant of Order EA-06-037 regarding an updated adversary characteristic in the design basis threat.
The NRC staff has completed its review of the changes related to implementation of Order EA-06-037. As discussed in the enclosed safeguards evaluation (Enclosure 2), the NRC staff has determined that TVA's changes to the security plans meet the requirements of the Order and Part 73 of Title 10 of the Code of Federal Regulations (10 CFR) and are, therefore, acceptable. The effectiveness of these security provisions will continue to be the subject of NRC review and inspection.
Consistent with the Order, administrative license changes to Renewed Facility Operating Licenses No. DPR-33, DPR-52, and DPR-68 are being made to incorporate the reference to the revised Physical Security Plan, Safeguards Contingency Plan, and Training and Qualification NOTICE: Enclosure 2 contains Security-Related Information. Upon separation from Enclosure 2, this letter and Enclosure 1 are DECONTROLLED.

Classroom and simulator training on all power uprate related changes that affect operator performance will be conducted prior to operating at uprated conditions. Simulator changes that are consistent with power uprate conditions will be made and simulator fidelity will be validated in accordance with ANSI/ANS 3.5-1985. Training and the plant simulator will be modified, as necessary, to incorporate changes identified during startup testing. This amendment is effective immediately.

Browns Ferry Nuclear Plant shall implement and maintain in effect all provisions of the approved Fire Protection Program as described in the Final Safety Analysis Report for BFN as approved in the safety evaluations dated December 8, 1988; March 6, 1991, March 31, 1993; November,2, 1995; and Supplement dated November 3, 1989; subject to the following provision:
The licensee may make changes to the approved fire protection program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.
