ARKANSAS NUCLEAR ONE, UNIT NO. 2 - NRC GENERIC LETTER 2006-01, STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0063)
Dear Mr. Forbes:
On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.
By letter dated February 14, 2006, Entergy Operations, Inc., the licensee for Arkansas Nuclear One, Unit No. 2 (ANO-2), submitted a response to GL 2006-01 (ADAMS Accession No. ML060580170). This response stated that by application to the NRC dated September 19, 2005, the licensee requested changes to the TSs for ANO-2 to adopt the alternative TS requirements for ensuring SG tube integrity (ADAMS Accession No. ML052800174). The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). The original application was supplemented by the letters May 11 (ADAMS Accession No. ML061380106) and June 19, 2006 (ADAMS Accession No. ML061780153). On August 2, 2006, the NRC staff issued Amendment No. 266 to the ANO-2 Facility Operating License No. NPF-6 which approved new SG TSs (ADAMS Accession No. ML061940236).
The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC No. MD0063.
