ATFACHMENT BYRON STATION REGULATORY COMMITMENT CHANGE

SUMMARY

REPORT FOR 2006 Original Document:

Commitment 454-251-90-08300 AT 10650 ComEd Response to NRC Generic Letter 89-13 dated January 29, 1990 Subject of Deletion:

GL 89-13 Item V requires confirmation that maintenance practices, operating and emergency procedures and training that involves the SX system are adequate to insure that safety related equipment will perform effectively. Our response to GL 89-13 stated that the 2 year procedure review process ensures all procedures are correct and accurate and will result in operation of all systems in accordance with their design intent.

Basis:

This confirmation is now accomplished through the use of HU-AA-104-101 Procedure Use and Adherence step 4.1.4 which calls for Review the entire procedure, prior to use to ensure that the task can be accomplished in the current plant/component condition.

Status:

The commitment was deleted under Commitment Change Number 06-002.

Commitment NTS 454-251-88-55900 (AR 10209) Licensee Event Report 84-013 Diesel Generator Fuel Oil Storage Tank Level Subject of Deletion:

The originating issue is from LER 84-013 when after running the DG for 64 minutes during surveillance testing, the fuel oil level was reduced to 93.5 percent. The recorded fuel oil level was 150 gallons below the Tech Spec limit of 44,000 gallons, or 93.8 percent. A commitment was made to ensure that Tech Spec limits would not be exceeded while performing BOS 8.1.1.2a-1, 2,3 & 4.

Basis:

1/2 BOS 8.1.1.2a-1, 2, 3 & 4 were revised to have Operating perform a check of the fuel oil level to ensure the Tech Spec limit would not be exceeded while performing the surveillance.

This procedure was then replaced by 1/2 BOSR 8.1.2-1,2. 1/2 BOS 8.1.1.2a-3,4 were cancelled prior to ITS implementation.

This commitment was made prior to ITS when the diesel fuel oil spec was part of the DG spec.

Under ITS, Tech Spec 3.8.3 for fuel oil allows 47 hours5.439815e-4 days <br />0.0131 hours <br />7.771164e-5 weeks <br />1.78835e-5 months <br /> to declare the DG inoperable for fuel oil not within limits.

Status:

This commitment has been incorporated into Byrons license basis as a new Tech Spec 3.8.3 and no longer needs to be flagged as a commitment in the BOSR and was deleted under Commitment Change Number 06-015.

SUMMARY

REPORT FOR 2006 Original Document:

Commitment NTS 454-251-84-06500-03 (AR 9154-03) CornEd Response to NRC Information Notice 84-55, Byron Letter 84-1201 dated September 29, 1984.

Subject of Deletion:

The above response stated no maintenance will be performed at the seal table at elevated temperature and pressure.

In addition, a commitment was made that BMP 3300-16 requires depressurization and that BMP 3118-11 and 12 must be performed in Mode 6.

Basis:

The intent of this commitment has been administratively and procedurally institutionalized.

There is no potential adverse regulatory impact as the original commitment was not necessary for compliance with a rule, regulation, order or license condition.

Status:

The commitment was deleted under Commitment Change Number 06-019.
