By the letter dated November 3, 2006, you submitted an application for amendment regarding replacement of the RTD and bypass loop piping with detectors mounted in the primary loop piping. Our reviewer, W. Bennett, has developed the following questions which we would like to discuss with you in a conference call:

1. In Reference 1 (DCCNP-1 Amendment No. 296, 10/6/06), the NRC staff performed an evaluation of the inadvertent opening of a pressurizer safety or relief valve with respect to the overtemperature T trip. Please provide information to confirm that DCCNP-1 has evaluated the overtemperature T trip set point equation with respect to inadvertent opening of a pressurizer relief or safety valve.
2. The application states These changes are requested so that the TS Allowable Values will reflect the increased margin resulting from the plant modification. Please explain how increasing the overtemperature T and overpower T allowable values increases margin to departure from nucleate boiling (DNB). Please define margin and how the margin is increased.
3. In the attached table, the NRC staff performed initial calculations of the changes requested in the application. The values used (core inlet and outlet temperatures) are from tables in Chapter 14 of the UFSAR for Units 1 and 2 respectively. Please show how the expansion of the allowable values for the OPT and the OTT trip set points maintain safety consistent with the analyses as described in the UFSAR.
4. The calculations performed by the NRC staff show that the changes in the allowable values are within a fraction of a degree Fahrenheit. Show that the new thermowell RTDs have the capability to measure this difference in the allowable value.
