ST. LUCIE UNIT 2 - EVALUATION OF RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NO. MD1626)
Dear Mr. Stall:
The U.S. Nuclear Regulatory Commission (NRC) acknowledges the receipt of your response, dated June 9, 2006, to Generic Letter (GL) 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations, as supplemented by letters dated September 20, and December 19, 2006.
Your response states that Hemyc is used for raceway protection inside the St. Lucie Unit 2 containment, where it is employed as a flame impingement shield and installed below the lowest tray in each stack of cable trays that contain redundant safe shutdown cables when 20-foot separation is not met on the 23-foot elevation. Following discussions with the NRC staff, your December 19, 2006, letter revised the initial response to state that the installation is outside the original licensing basis to provide a one-half hour fire rated barrier. You have stated that corrective actions are required to resolve the nonconforming condition and that you plan to examine corrective actions associated with the Hemyc installation as part of the St. Lucie transition to NFPA 805. You have previously indicated your intent to transition the St. Lucie site to NFPA 805 in a letter dated December 22, 2005.
You have stated that further compensatory measures have not been implemented based on a comparison with the similar configuration that exists at St. Lucie Unit 1, where there are no flame impingement shields or radiant energy shields installed beneath certain cable trays inside containment and where the NRC has granted an exemption from providing any additional protection.
Your response also states that other fire barriers that separate redundant safe shutdown trains located within the same fire area have been designed and installed in accordance with current NRC guidance. The basis for stating that other fire barriers have been designed and installed in accordance with current NRC guidance should be maintained on site, and will be subject to inspection during the normal NRC inspection process.
J. Stall Based on the above discussion, the NRC staff has concluded that your overall response to GL 2006-03 for St. Lucie Unit 2 is acceptable.
