ST. LUCIE NUCLEAR PLANT, UNIT NO. 2 - NRC RECEIPT OF RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NO. MD1626)

Dear Mr. Stall:

The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your June 9, 2006, response to Generic Letter 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations, as supplemented by letter dated September 20, 2006.

Under oath or affirmation, your response states that St. Lucie Unit 2 relies on either the Hemyc or MT fire barrier system. Specifically, Hemyc is used for raceway protection inside the St. Lucie Unit 2 containment, where it is employed as a flame impingement shield to satisfy license basis requirements for separation of safe shutdown cables in the event of fire. Your response also quotes various documents that establish the licensing basis.

In a conference call with members of your staff on October 19, 2006, the NRC staff questioned differences between the licensing basis quoted in your response and statements in the Updated Final Safety Analysis Report regarding the design basis of the flame impingement shield material. Your staff acknowledged these inconsistencies and indicated that additional analyses would need to be performed to resolve the issue. Following the phone call, Mr. Ken Frehafer indicated that additional information would be provided in a supplemental response by December 19, 2006.
