COMMITMENTS AND INFORMATION RELATED TO STEAM GENERATOR BATWING DEGRADATION AND CONTINUED PLANT OPERATION
Dear Mr. Walsh:
This refers to your letters to the NRC regarding actions to address and compensate for degraded steam generator components (batwings) during operation of the Waterford 3 nuclear plant this cycle. Your letter, W3F1-2006-0070, dated December 20, 2006, provides commitments that you and the NRC have deemed necessary in order to support continued safe operation. In particular, you have committed to more restrictive plant shutdown criteria and to participate in a meeting with NRC management in the Spring of 2007 to discuss operational steam generator performance and your planned midcycle outage. Further, we understand that, with regards to Commitment Number 15, your plans for steam generator inspections during the midcycle outage will include inspections necessary to validate your analytical assumptions.
Based on our review of your commitments, we have no objections to your plans to continue to operate the Waterford 3 nuclear plant under the conditions described in your letter. We will continue to evaluate your plans, along with any further information you provide at the aforementioned management meeting. In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter, and any responses you provide will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRCs document system (ADAMS).
