BROWNS FERRY NUCLEAR PLANT, UNIT 1 - ACKNOWLEDGMENT OF UNIT 1 TURBINE BUILDING SEISMIC RUGGEDNESS COMPLETION OF LICENSE CONDITION 2.C(15)

Dear Mr. Singer:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated December 4, 2006, the Tennessee Valley Authority (the licensee) submitted a letter documenting that License Condition 2.C(15) of the Renewed Facility Operating License issued on May 4, 2006, has been met. The license condition states:

2.C.(15) The licensee is required to confirm that the conclusions made in TVAs letter dated September 17, 2004, for the turbine building remain acceptable using seismic demand accelerations based on dynamic seismic analysis prior to the restart of Unit 1.

The condition originates from the issuance of Amendment No. 251 for unit 1, regarding full-scope implementation of alternative source term. In the Safety Evaluation, dated September 27, 2004, the NRC staff found that methods and assumptions for calculating seismic capacity and demands of the turbine building were approximate and reasonable. The license condition was established because the capacity/demand ratio was as low as 1.11 for the frame in the north-south direction, and several approximations were used in both assumptions and hand calculations.

Based on the information contained in your December 4, 2006 letter, the tests and analyses required for meeting license condition 2.C(15) have been performed and this license condition has been satisfied.
