Dear Mr. Rose:

On behalf of the Commission, I am responding to your letter dated November 17, 2006.

You requested approval of the proposed emergency plan (E-Plan) change to the Protective Action Recommendation structure for the San Onofre Nuclear Generating Station (SONGS)

Emergency Planning Zone (EPZ) by the end of December 2006.

As you know, in a letter dated November 17, 2006, Southern California Edison (SCE),

the licensee for SONGS, requested changes to its E-Plan. The U.S. Nuclear Regulatory Commission (NRC) technical staff has reviewed the proposed E-Plan changes and the supporting documentation, and concluded that the proposed changes meet the standards of Title 10 of the Code of Federal Regulations (10 CFR), paragraph 50.47(b), Emergency Plans, and the requirements of Appendix E to 10 CFR Part 50, Emergency Planning and Preparedness for Production and Utilization Facilities. Therefore, the NRC staff approved the proposed changes and acknowledged its approval to SCE in a letter dated December 6, 2006.

A copy of the letter and approval can be found in the Agencywide Documents Access and Management System under Accession Number ML063400271.

The Commission wants to thank you and the members of your Interjurisdictional Planning Committee for developing this risk-informed approach to emergency preparedness for the SONGS EPZ. Clearly, the use of Protective Action Zones would allow emergency responders to improve significantly the targeting of resources in the event of an actual emergency.
