RESPONSE TO PERRY NUCLEAR POWER PLANT PERFORMANCE INDICATOR MID-QUARTER CORRECTION SUBMITTAL
Dear Mr. Pearce:
On November 29, 2006, the NRC staff received your letter dated November 28, 2006, which informed us that First Energy Nuclear Operating Company submitted a mid-quarter correction of the Perry Nuclear Power Plant NRC Performance Indicator (PI) data files for the second and third quarters of 2006. In your letter, you informed us that the correction was due to a revision to your Probabilistic Risk Analysis data to correct an error in your previous calculations. Your letter also informed us that as a result of this correction, the second quarter 2006 PI for Emergency AC Power that was originally categorized as Green was re-categorized as White, but returned to Green in the third quarter of 2006.
In response to this correction and the identification of a White PI in the Emergency AC Power area, we plan to conduct Inspection Procedure (IP) 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. This inspection procedure is conducted to provide assurance that the root cause(s) and contributing cause(s) of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence. The IP 95001 inspection will be conducted in addition to the baseline inspections currently scheduled. Based on information provided in your letter, as well as communications between your Perry Regulatory Assurance staff and our Perry Resident Inspection staff, we expect your corrective actions to be sufficiently complete to support this inspection during the first week of January 2007.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS),
accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
