Dear Mr. Mamish:

We would like to request sixteen thousand (16,000) 65 ing potassium iodide (KI) tablets for the general public in Hancock County, West Virginia within the 10 mile EPZ of Beaver Valley Power Station (with a shelf life of at least 6 years). This request is made in response to the letter dated October 26, 2006 from Roy Zimmerman, Director of the NRC Office of Nuclear Security and Incident Response to all states in accordance with a staff requirements memo 9/6/06 (ML06240522). The current stockpile of potassium iodide in the EPZ, includes previous KI tablets (65 mg) received which will expire in April 2007.

The state contact person authorized to receive the shipment, and the 'ship to' address is myself, Dan Hill, NRC State Liaison Officer, at the address below. Please contact me if you have any questions by calling (304) 558-6772.

Radiological Health Program 9y Office of Environmental Health Services DHHR Bureau for Public Health Capitol & Washington Streets, 1 Davis Sq., Suite 200 Charleston, WV 25301-1798 Dear Mr. Hill As you know, the U.S. Nuclear Regulatory Commission (NRC) amended its emergency planning regulations in 2001 to require that States consider the prophylactic use of potassium iodide (KI) as a protective measure for the general public in the plume exposure pathway Emergency Planning Zone (EPZ) as a supplement to sheltering and evacuation. To facilitate the implementation of this rule change in 2001, the NRC provided an initial supply of KI tablets to requesting States beginning in calendar year 2002.

In accordance with Commission direction in a Staff Requirements Memorandum dated September 6, 2006 (ML06240522), the NRC, on a one-time basis, will re-supply the existing State stockpiles of 130 mg and/or 65 mg tablets as requested. The shelf life for the 130 mg tablets is 7 years and is 6 years for the 65 mg tablets.

To replace existing stockpiles, please provide your written request to Nader Mamish, Deputy Director, Division of Preparedness and Response, Office of Nuclear Security and Incident Response, U.S. Nuclear Regulatory Commission, Washington, D C. 20555-0001. Requests for replacement K( tablets must be received by April 30, 2007. You may also fax your request to (301) 415-2968.

Your letter of request must provide the following information: 1) the number of 130 mg and/or 65 mg tablets requested; 2) the State contact person authorized to receive the KI(; and 3) the "Ship to" address for KI delivery. Upon receipt of this information, the NRC will validate the data and make arrangements for NRC's contractor to ship the KI directly to your designated contact/

address. The NRC will supply two KI tablets for each person in the 10-mile EPZ(s).

The following information is enclosed for your consideration and use: 1) Guidance - Potassium Iodide as a Thyroid Blocking Agent in Radiation Emergencies, 2) FEDERAL REGISTER NOTICE entitled, "Consideration of Potassium Iodide in Emergency Plans" final rule dated January 19, 2001; 3) NRC Disclaimer; and 4) Staff Requirements -SECY-06-0142-Options and Recommendations for Replenishing Expired Potassium Iodide (KI) dated September 6, 2006.
