DPR-23 SUPPLEMENTAL RESPONSE TO NRC GENERIC LETTER 2004-02, "POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS" Ladies and Gentlemen:

By letter dated September 1, 2005, Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc., provided information requested by NRC Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors," for H. B. Robinson Steam Electric Plant, Unit No. 2. A supplemental response was provided by letter dated July 13, 2006, which provided a revision to the planned schedule for completion of downstream effects evaluations.

That letter revised the plan for completion of downstream effects evaluations, as follows:

"The downstream effects evaluations will be completed for the reactor internals/fuel and SI

[Safety Injection] pump internal flow passages by November 7, 2006."

The evaluations associated with downstream effects are in progress. It is expected that these evaluations will be completed prior to completion of the next refueling outage, which is currently scheduled to begin on about April 7, 2007. Therefore, the plan for these evaluations is further revised, as follows:

"The downstream effects evaluations will be completed for the reactor internals/fuel and SI pump internal flow passages by May 1, 2007."

The new planned date for this intermediate step -will continue to allow completion of necessary activities for. resolution of the debris blockage issue by December 31, 2007, as requested by GL 2004-02.
