PUBLIC MEETING TO DISCUSS MITIGATING SYSTEMS CORNERSTONE ACTIVITIES FOR THE KEWAUNEE POWER STATION
Dear Mr. Christian:
This letter refers to the public meeting conducted on October 25, 2006, at the West Kewaunee Township Town Hall in Kewaunee, Wisconsin. The meeting was held to review the degraded Mitigating Systems Cornerstone over the last four quarters and findings from the Nuclear Regulatory Commission (NRC) Inspection Procedure (IP) 95002 inspection at the Kewaunee Power Station.
Mr. Patrick Louden, Chief, Branch 5, Division of Reactor Projects, in the NRC Region III Office, opened the meeting with introductions of the NRC officials and then turned the meeting over to Julio Lara, Chief, Engineering Branch 3, Division of Reactor Safety, to discuss the findings from the IP 95002 inspection. The summary of the NRC discussion and IP 95002 inspection findings are outlined in the attached presentation slides.
After the NRC presentation, Ms. Leslie Hartz, Site Vice-President, Kewaunee, responded by stating that the improvements at Kewaunee were only the beginning of many longer-term site-wide improvements. You then stated that Dominions objective is to get and keep Kewaunee in the Licensee Response Column of the NRC Action Matrix. Your desire was for the plant to self-identify and correct deficiencies rather than having the NRC identify the deficiencies or provide additional regulatory oversight. You further stated that achieving excellence is a goal, but not at the expense of safety.
Mr. James Caldwell, the Region III Regional Administrator, concluded the meeting with an acknowledgment of Kewaunee wanting to continue to focus on improving plant performance.
A listing of principal Dominion and NRC meeting attendees and a copy of the handout provided by the NRC at the meeting are enclosed as Enclosures 1 and 2, respectively, to this letter.
