ASSESSMENT FOLLOW-UP LETTER - DRESDEN NUCLEAR POWER STATION, UNIT 2
Dear Mr. Crane:
On October 30, 2006, the NRC staff completed, as part of our quarterly review, an update of our assessment of the Dresden Nuclear Power Station. The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our mid-cycle assessment letter issued on August 31, 2006.
Our review of Dresden Nuclear Power Station Unit 2 identified that you have crossed the threshold from GREEN to WHITE for the Scrams With Loss of Normal Heat Removal performance indicator. On July 4, 2006, Unit 2 experienced a reactor scram caused by the inboard main steam isolation valve (MSIV), 2-203-1A, drifting closed. This resulted in the indicator value for the Scrams With Loss of Normal Heat Removal PI to become 3.0 and the PI to become WHITE. The threshold for this PI is: White > 2.0, Yellow > 10.0, Red > 20.0.
As a result, we have assessed Dresden Unit 2 performance to be in the Regulatory Response Column of the NRCs Action Matrix. Therefore, we plan to conduct Inspection Procedure (IP) 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, during the first quarter of 2007. This inspection procedure is conducted to provide assurance that the root cause and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
The IP 95001 inspection will be conducted in addition to the baseline inspections currently scheduled. The time frame for the inspection was selected based on communications between your Dresden Regulatory Assurance staff and our Dresden Resident Inspection Office on November 6, 2006, indicating that your corrective actions were sufficiently complete to support the inspection, and in consideration of your planned outages on Units 3 and 2, respectively.
In accordance with 10 CFR 2.390 of the NRCs Rules and Practices, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
