Don and Jay, Here is the draft I promised to get to you. I will also be sharing it with the Westchester County Health Department per their request.

Also attached is a copy of a reference document we only just today located. It looks at Rockland County wells for Tritium, He, and Neon as part of an attempt to determine the age of groundwater using concentrations of these constituents. Unfortunately they are using H-3 concentrations in Tritium Units (TU's) where 1 TU is equivalent to a H-3/H-1 ratio of 1 OE-1 8. It would need to be reviewed further to see if this can be readily converted to H-3 in pC/I units.

Don, you will see a proposal for our continuing to rely on your resident inspectors to observe collection of splits for the State for sample locations we are interested in. They have fulfilled this role at times when our staff was unavailable to be present. I couched the proposal in terms that indicate we have not yet approached the NRC about this possibility. I was hoping to speak with John White or Jim Noggle this week. You stated that John is unavailable at present. Is Jim back from vacation yet?
