POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - CLOSEOUT OF NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NOS. MD0099 AND MD0100)
Dear Mr. Koehl:
On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs] (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.
By letter dated February 17, 2006 (ADAMS Accession No. ML060480537), Nuclear Management Company, LLC (NMC), the licensee for Point Beach Nuclear Plant (PBNP),
Units 1 and 2, submitted a response to GL 2006-01. This response stated that by application to the NRC dated February 16, 2006 (ADAMS Accession No. ML060480440), the licensee requested changes to the TSs for PBNP, Units 1 and 2, to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after NRC-approved Revision 4 to Technical Specification Task Force (TSTF) Change Traveler TSTF-449, Steam Generator Tube Integrity. Your original application was supplemented by letters dated May 11, 2006 (ADAMS Accession No. ML061380559) and July 13, 2006 (ADAMS Accession No. ML061980223). On August 22, 2006, the NRC staff issued Amendment Nos. 223 and 229 (ADAMS Accession No. ML062050312) to the Renewed Facility Operating License for PBNP, Units 1 and 2, respectively, which approved new SG TSs.
