Dear Mr. Gannon :
This refers to the Regulatory Conference meeting conducted at your request at the Region II Office in Atlanta, Georgia on October 13, 2006. The purpose of the meeting was to discuss inadequate maintenance on the train A chiller of the essential services chilled water (ESCW) system, resulting in that component being inoperable for a period of time in excess of that permitted by your Technical Specifications at the Shearon Harris Nuclear Plant. Enclosed is a list of attendees and licensees presentation slides.
The discussions focused on the following topics: Event Background, Root Causes, Corrective Actions, Reliability Focus, Safety Significance, Harris Nuclear Plant Findings, and SDP Phase III Results. During the conference, Carolina Power and Light Company (CP&L) agreed that a violation of NRC requirements occurred and stated that corrective actions have been taken to prevent recurrence. CP&L stated its disagreement with the NRCs conclusion that the issue resulted in a preliminary White finding. CP&L presented a summary of their charging pump room heatup calculation and risk analysis results based on plant specific information. CP&L also stated that three additional PSA inputs (plant specific fire ignition frequency, loss of emergency bus frequency, and protected train assumption) that show risk reduction were not included in the NRC SDP analysis. Based on their evaluation, CP&L determined this to be a Green (very low safety significance) finding. CP&L committed to submit additional technical information to NRC for review. Results of NRCs review and decision based on review of the additional information provided by CP&L will be discussed in Inspection Report 05000400/2006009.
