Subject:
Duke Power Company LLC d/b/a Duke Energy Carolinas, LLC McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369, 50-370 NRC Generic Letter 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors Request for Additional Information On September 13, 2004 the Nuclear Regulatory Commission (NRC) issued Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors." Duke Power Company LLC d/b/a Duke Energy Carolinas, LLC (Duke) provided the required responses on March 1, 2005 and September 1, 2005.
On February 9, 2006, the NRC issued requests for additional information (RAI) to all Pressurized Water Reactors (PWR) licensees regarding their initial responses to Generic Letter 2004-02. This letter required that a response be provided within sixty (60) days.
On March 28, 2006 the NRC advised Pressurized Water Reactor licensees that responses to the February 9, 2006 RAI may be provided:
- by December 31, 2006 for units that complete their outage to incorporate strainer modifications on or before December 31, 2006, and www. duke-energy. com
U. S. Nuclear Regulatory Commission October 5, 2006 Page 2 of 3
- within 90 days of outage completion, not to exceed December 31, 2007, for units that complete their outage to incorporate strainer modifications after December 31,2006 but before December 31, 2007.
On April 7 and June 28, 2006, Duke informed the NRC that responses to the Generic Letter 2004-02 RAI of February 9, 2006 would be submitted by December 31, 2006.
By letter dated June 28, 2006, Duke requested relief from the December 31, 2007 date for resolution of GSI-191 for McGuire Unit 2, communicating delays experienced as a result of weaknesses noted during Duke's review of the contractor's conceptual layout of the replacement sump. As stated in Duke's June 28, 2006 letter, the projected date for completion of containment sump strainer modifications for McGuire Unit 1 is Spring 2007 and Spring 2008 for McGuire Unit 2.
The purpose of this letter is to inform the NRC that due to the delay experienced in completing the required Unit 2 sump modifications, McGuire will now submit responses to the February 9, 2006 RAI within 90 days of the completion of the McGuire Unit 1 outage, not to exceed December 31, 2007. This revised response date complies with the-agreed upon submittal dates contained within the NRC's letter of March 28, 2006.
Should any questions arise in this matter or additional information be needed, please contact Jeff Thomas at (704) 875-4535.
Very truly yours, G. R. Peterson
