ASSESSMENT FOLLOW-UP - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2
Dear Mr. Scarola:
On August 1, 2006, the NRC completed a quarterly review of the Brunswick Steam Electric Plant Units 1 and 2. The assessment evaluated the performance indicators (PIs) and inspection results. We documented the results of our review in a August 31, 2006, mid cycle letter and indicated that we would be conducting a supplemental inspection as a result of both units crossing the threshold from Green to White for the Mitigating Systems Performance Index, Emergency AC Power System PI in the 2nd quarter of CY 2006.
The purpose of this letter is to inform you that we will be conducting the Supplemental Inspection in accordance with Inspection Procedure (IP) 95001 the week of October 30, 2006.
This was confirmed with Annette Pope of your staff on October 17, 2006. This IP is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
We plan to have Phil OBryan, the Resident Inspector at Harris, conduct the supplemental inspection. Mr. OBryan will coordinate directly with your staff at the Brunswick facility for the performance of this supplemental inspection.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS
