DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED INCREASE IN THE LEAD ROD AVERAGE BURNUP LIMIT WITHDRAWAL OF LICENSE AMENDMENT REQUEST By letter dated March 17, 2005 (Serial No.05-108), Virginia Electric and Power Company (Dominion) requested amendments to the Operating Licenses for Surry Power Station Units 1 and 2 to extend the lead rod average burnup limit to 62,000 MWDIMTU. In letters dated August 1 and December 15, 2005 (Serial Nos.05-453 and 05-81 1, respectively) and August 14, 2006 (Serial No.06-146), Dominion provided supplemental information to facilitate NRC review of the license amendment request. However, during a conference call with the NRC on September 14, 2006, the NRC staff informed Dominion that the initial submittal and supplemental correspondence did not provide sufficient information for the NRC to approve the extension of the lead rod average burnup limit to 62,000 MWDJMTU for Surry Units 1 and 2. Consequently, Dominion committed to withdraw the license amendment request with the intent of submitting, at a later date, a new license amendment request that would include the specific information noted by the NRC.

Therefore, Dominion hereby withdraws the license amendment request submitted on March 17, 2005, that would have permitted the irradiation of the Surry Units 1 and 2 fuel assemblies to a lead rod average burnup limit of 62,000 MWDIMTU.
