Pursuant to 10 CFR 26.7 1(d), enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF).
The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the period January 1, 2006 through June 30, 2006.
This document contains no new regulatory commitment.

SUMMARY
OF MANAGEMENT ACTIONS Unescorted access for the individuals with confirmed positive tests was denied or revoked as applicable. The unescorted access for one contractor supervisor was reinstated based on appeal.
EVENTS REPORTED BY TELEPHONE UNDER 10 CFR 26.73 During this reporting period, no licensed operator tested positive. One contractor supervisor tested positive during a random FFD test and was reported under 10 CFR 26.73.
