WATERFORD STEAM ELECTRIC STATION, UNIT 3 - CLOSEOUT OF LICENSEE'S RESPONSE TO GENERIC LETTER 2006-03, "POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS" (TAC NO. MD1647)

Dear Mr. Venable:

By letter dated June 7, 2006 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML061600210), Entergy Operations, Inc. (the licensee), responded to Generic Letter (GL) 2006-03, "Potentially Nonconforming Hemyc and MT Fire Barrier Configurations," for the Waterford Steam Electric Station, Unit 3 (Waterford 3). Under oath or affirmation, your response states that Waterford 3 relies on the Hemyc fire barrier system, and you have submitted documentation that you plan to disposition any nonconforming conditions in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.48(c) process. Also, compensatory measures will remain in place until nonconforming conditions have been resolved.

Your response also stated that other 1 or 3-hour fire barriers that separate redundant safe shutdown trains located within the same fire area have been designed and installed in accordance with current Nuclear Regulatory Commission (NRC) guidance. The basis for your conclusion that these fire barriers have been designed and installed in accordance with NRC guidance should be maintained on site, and will be subject to inspection during the normal NRC inspection process.

This letter closes out the NRC staff review of your response to GL 2006-03 for Waterford 3. If you have any questions regarding this letter, please contact me at 301-415-3062.
