AUDIT OF NRCS DRUG TESTING PROGRAM (OIG-05-A-05)
REFERENCE:
DIRECTOR, OFFICE OF ADMINISTRATION, MEMORANDUM DATED JULY 28, 2006 Attached is the Office of the Inspector General (OIG) analysis and status of the recommendations as discussed in the agencys response dated July 28, 2006. Based on this response, recommendations 4, 5, and 12 remain resolved. Recommendations 1, 2, 3, 6, 7, 8, 9, 10, and 11 were previously closed. Please provide an updated status of resolved recommendations by November 30, 2006.

Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 4: Revise the categories of testing-designated positions to include computer system administrators and individuals engaged in law enforcement activities who are authorized to carry weapons.
Response dated July 28, 2006:
ADMs review of the categories of testing-designated positions is completed. Proposed changes, including consideration of the categories contained in Recommendation 4 are included in a policy paper that will be provided to the Commission by August 28, 2006. Within thirty days following the Commission reaching a decision, revised testing-designated position criteria will be forwarded to the Department of Health and Human Services (HHS) for approval.
OIG Analysis:
The corrective action addresses the intent of this recommendation. This recommendation will be closed when OIG receives verification that the testing designation categories have been approved by the Commission and HHS.
Status:
Resolved.
Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 5: Re-evaluate categories of testing designated positions and continue to do so biennially.
Response dated July 28, 2006:
Consideration of changes to categories of testing-designated positions are anticipated to be provided to the Commission by August 28, 2006. Upon approval, the testing-designated position criteria will be reviewed and revised as appropriate on a biennial basis.
OIG Analysis:
The corrective action addresses the intent of this recommendation. This recommendation will be closed when OIG receives verification that the testing designation categories have been approved by the Commission, and the requirement for biennial re-evaluation has been included in NRC policy.
Status:
Resolved.
Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 12:
Update the Management Directive System to include the drug testing policy and procedures that employees are expected to follow.
Response dated July 28, 2006:
Following Commission approval of change in the drug testing program, ADM will develop a new Management Directive to describe the drug testing policy and provide an overview of the procedures that employees are expected to follow. This effort is expected to be completed by June 30, 2007.
OIG Analysis:
The corrective action addresses the intent of this recommendation. This recommendation will be closed when OIG evaluates the revised and approved Management Directive containing the drug testing policy and procedures that employees are expected to follow. Please provide OIG the revised Management Directive by July 1, 2007.
Status:
Resolved.
