3 facility at the designated location in Pope County, Arkansas in accordance with the procedures and limitations set forth in this renewed license; (3)
EOI, pursuant to the Act and 10 CFR Part 70, to receive, possess and use at any time at the facility site and as designated solely for'the facility, special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended; (4)
EOI, pursuant to the Act and 10 CFR Parts 30, 40 and 70 to receive, possess and use at any time any byproduct, source and special nuclear material as sealed neutron sources for reactor. startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; (5)
EOI, pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (6)
EOI, pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility.
C.
This renewed license shall be deemed to contain and is subject to conditions specified in the following Commission regulations in 10 CFR Chapter I; Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Sections 50.54 and 50.59 of Part 50, and Section 70.32 of Part 70; and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

Maximum Power Level EOI is authorized to operate the facility at steady state reactor core power levels not in excess of 3026 megawatts thermal. Prior to attaining this power level EOI shall comply with the conditions in Paragraph 2.C.(3).

Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 265 are hereby incorporated in the renewed Renewed-License No. NPF-6
REACTIVITY CONTROL SYSTEMS MODERATOR TEMPERATURE COEFFICIENT LIMITING CONDITION FOR OPERATION 3.1.1.4 The moderator temperature coefficient (MTC) shall be within the limits specified in the CORE OPERATING LIMITS REPORT. The maximum upper design limit shall be:
- a.
Less positive than +0.5x10"4 Ak/k/°F whenever THERMAL POWER is < 70% of RATED THERMAL POWER, and
- b.
Less positive than 0.0 Ak/k/°F whenever THERMAL POWER is > 70% of RATED THERMAL POWER.
APPLICABILITY:
MODES 1 and 2*#
ACTION:
With the moderator temperature coefficient outside any one of the above limits, be in at least HOT STANDBY within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.
SURVEILLANCE REQUIREMENTS 4.1.1.4.1 The MTC shall be determined to be within its limits by confirmatory measurements.
MTC measured values shall be extrapolated and/or compensated to permit direct comparison with the above limits. (Note 1) 4.1.1.4.2 The MTC shall be determined at the following frequencies and THERMAL POWER conditions during each fuel cycle:
- a.
Prior to initial operation above 5% of RATED THERMAL POWER, after each fuel loading. (Note 1)
- b.
At any THERMAL POWER, prior to reaching a RATED THERMAL POWER equilibrium boron concentration of 800 ppm.
- c.
At any THERMAL POWER, within 14 EFPD after reaching a RATED THERMAL POWER equilibrium boron concentration of 300 ppm. (Note 2)
- With Keft-> 1.0.
- See Special Test Exception 3.10.2.
Note 1: For fuel cycles that meet the applicability requirements given in WCAP-1 6011-P-A, the verification prior to entering MODE 1 may be made using the predicted MTC as adjusted for the measured boron concentration.
Note 2: The MTC determination of surveillance 4.1.1.4.2.c is not required if the results of the tests required in surveillances 4.1.1.4.2.a and 4.1.1.4.2.b are within a tolerance of
+/- 0.16 x 10.4 Ak/k/°F from the corresponding design values. For cycles that meet the applicability requirements given in WCAP-1 6011-P-A, the MTC determination of surveillance 4.1.1.4.2.c is not required if the result of the test required in surveillance 4.1.1.4.2.b is within a tolerance of +/- 0.16 x 10.4 Ak/k/0F from the corresponding design value.
