Duke Power Company, LLC d/b/a Duke Energy Carolinas, LLC McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369, 50-370 Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413, 50-414 Response to Discussions Concerning Technical Specification SR 3.6.13.6, Related to Ice Condenser Lower Inlet Doors In May 2006 several discussions between NRC and Duke Power Company, LLC (Duke) have occurred concerning the adequacy of past testing of the ice condenser lower inlet doors per Technical Specification (TS) Surveillance Requirement (SR) 3.6.13.6. The SR states that the doors are to have a torque test performed every 18 months. A description of the methodology and calculations for this test are contained in the Bases sec ions for each site under SR 3.6.13.6.
These discussions have centered on the test method and acceptance criteria used to satisfy the SR. In support of these discussions, Duke is performing an evaluation of ice condenser lower inlet door operation. Duke has determined that the current licensing basis surrounding this SR can be enhanced by incorporation of the on-going evaluation of lower inlet door operation. Thus, Duke is proposing to develop and process an enhancement to the current licensing basis for the ice condenser lower inlet doors. This current licensing basis enhancement will include any appropriate Technical Specification Bases and/or UFSAR changes. Duke commits to completing the current licensing basis enhancement by December 4, 2006.
