Dear Mr. Bradley:
The purpose of this letter is to transmit the summary of a meeting with the Risk-Informed Technical Specification Task Force. The meeting was held at the U.S. Nuclear Regulatory Commission offices in Rockville, Maryland, on June 29, 2006. Since the last meeting in January 2006, the Risk Management Technical Specifications (RMTS) Initiative 7 TSTF-427 (LCO 3.0.9, Unavailability of Barriers) has been noticed in the Federal Register requesting public comment, in preparation for approval via the Consolidate Line Item Improvement Process (CLIIP). The RMTS Initiative 1 TSTF-423 (Modified End States for Boiling Water Reactor Plants) CLIIP Notice of Availability was published on March 23, 2006.

SUMMARY
OF THE JUNE 29, 2006, NRC/INDUSTRY MEETING OF THE RISK-INFORMED TECHNICAL SPECIFICATION TASK FORCE The NRC staff met with the NEI Risk-Informed Technical Specification Task Force (RITSTF) on June 29, 2006, from 9:00 a.m. to 11:55 a.m. The meeting attendees are listed in Enclosure 2.
The agenda (Enclosure 3) consisted of discussions of five of the active RITSTF initiatives, and Initiative 4a generic completion time extension submittals. The RITSTF provided a summary of the status of the initiatives (Enclosure 4). Following is a brief description of the status of the initiatives, in the order in which they were discussed.
Initiative 1, TS Actions End States Modifications: The BWR TSTF-423 notice of availability for licensee adoption was published in the Federal Register (71 FR 14726, March 23, 2006), as part of the Consolidated Line Item Improvement Process (CLIIP). The B&W Topical Report (BAW-2441) SE was published in May 2006 and comments requested. Comments have been received and are currently being dispositioned. Next Action: Upon final approval of B&W Topical Report, BAW-2441, the RITSTF will submit a revised B&W TSTF-431. The WOG submitted its Topical Report on September 9, 2005. The staff will review the WOG topical in CY 2006.
Initiative 4a, CT/AOT Extensions: Generic RG 1.177 CT/AOT extension submittals were discussed. The Owners Groups are currently pursuing CT/AOT Extensions through several active TSTFs (see Enclosure 4). Next Action: Industry will be responding to RAIs on TSTF-446, Rev 0, in July 2006, and a revised TSTF may be necessary. The TSTF-409. Rev 2, notice requesting comment was issued on April 11, 2006; a meeting to discuss issues related to the required level of detail, is scheduled for July, 25, 2006.
Initiative 4b, Risk Informed CTs/AOTs: The NRC staff visited South Texas Project (STP) from June 19 through 22, 2006, to audit their PRA and CRMP tool, RAsCal, to assess their capability to support the RMTS Initiative 4b pilot proposal LAR. The visit was a success and STP is responding to resulting RAIs. Risk Management Guidance document issues came to the surface during the visit, related to program implementation when in multiple Tech Specs. The issues were discussed at the RITSTF meeting, and are in the process of being resolved. Next Action: Industry will submit a revised Risk Management Guidance document in July 2006. The staff will conduct a site visit to the Fort Calhoun pilot plant in the Fall to confirm PRA, CRMP Tool, and process acceptability for the Initiative 4b application. The staff and industry will go before the ACRS in September/October to present the Risk Management Guidance document and STP audit results. The staff continues to work on developing inspection guidance.
Initiative 5b, Surveillance Frequency Control Program; Relocation of SR frequencies out of TS:
Exelon submitted Limericks formal RAI responses to their pilot plant license amendment request on February 28, 2006. The staff visited Exelon on July 12, 2006, to resolve final Initiative 5b methodology document issues. Next Action: A revised methodology document will be submitted by the end of July 2006. The Limerick pilot plant LAR is expected to be approved by the end of September 2006.

Initiative 6, Modification of LCO 3.0.3 Actions and Completion Times: RAI issues have been resolved for CE TSTF-426 and its associated implementation guidance. Next Action: The staff will publish the TSTF-426 SE, model license amendment, and request for public comment in the Federal Register, as part of the process to make TSTF-426 available via CLIIP.
Initiative 7, Non-TS support system impact on TS operability determinations: The notice requesting public comment on TSTF-427, Barrier Unavailability, was published in the Federal Register (71 FR 32145, June 2, 2006), as part of CLIIP. Comments were received on July 3, 2006. Next Action: The staff will disposition comments and prepare the notice of availability via CLIIP.
The next NRC staff/NEI RITSTF meeting is scheduled for January 18, 2007, at the NRC Headquarters.
