July 12, 2006 LICENSEE: Wolf Creek Nuclear Operating Corporation (WCNOC, the licensee)

FACILITIES: Wolf Creek Generating Station

SUBJECT:

MEETING WITH REPRESENTATIVES OF WOLF CREEK NUCLEAR OPERATING CORPORATION FOR WOLF CREEK GENERATING STATION A meeting was held on Wednesday, June 28, 2006, between the Nuclear Regulatory Commission (NRC) staff and representatives of WCNOC for Wolf Creek Generating Station (WCGS). The meeting was held at the request of the licensee for WCNOC to present its Main Steam and Feedwater Isolation System (MSFIS) Controls Replacement Project. This presentation is not part of any license amendment request submitted by the licensee to the NRC. The notice for the meeting was issued on June 14, 2006.

The licensee is intending to replace the existing (1) hydraulically-operated actuators for the main steam isolation valves (MSIVs) and main feedwater isolation valves (MFIVs), (2) MSIV and MFIV bodies, and (3) MSFIS controls in the refueling outage scheduled for the spring of 2008. The purpose of the meeting was to explain the project to the NRC, and when the license application requests (LARs) were likely to be submitted for NRC review and approval. This would include upgrading the existing MSFIS controls. is the list of attendees. Enclosure 2 is the material handed out by the licensee.

There was no handout from the NRC staff.

The agenda for the meeting is the following, which is the second page of Enclosure 2 (Agencywide Documents Access and Management System Accession No. ML061800029):

  • Current MSFIS Controls (pages 4 through 6)
  • Replacement MSFIS Controls (pages 7 and 8)

The slides for the licensee's presentation are given in Enclosure 2. The page numbers for the slides are given in the above agenda and Enclosure 2. An important part of the meeting was the presentation of the project milestones on page 17 of Enclosure 2, which shows the current schedule for submitting the MSFIS LAR in March 2007. This is about a year before the schedule to install the new MSFIS at WCGS. The licensee stated that it is currently in the early part of the Requirements Phase of the project, as shown on page 16 of Enclosure 2.

In the discussion on the MSFIS Controls Project Team, which is page 15 of Enclosure 2, the licensee stated that the lines on the page, between the Validation and Verification (V&V) and the Qualification functions and the project manager, represent information flow paths to the project manager and not that the people performing these functions in the MSFIS Replacement Project report to the project manager. The people would report to management separate from the project manager to prevent any conflicts of interests and provide independence between the project functions, and the V&V and quality assurance functions. The licensee stated that the slide of the organization chart on page 15 of Enclosure 2 was both misleading and incorrect in terms of who reports to the project manager for the MSFIS Controls Replacement Project. The lines on the slide were only to show how the project information from different technical areas flowed up to the project manager and was not to show who reported to whom. The licensee agreed to provide an updated slide of page 15's chart at the next meeting with the NRC staff.

The NRC staff completed its discussion of the licensee's presentation. There were no members of the public in attendance.
