HOPE CREEK GENERATING STATION - CLOSEOUT OF RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS, (TAC NO. MD1588)
Dear Mr. Levis:
By "LR-N06-0258, Response to Generic Letter 2006-03, Potentially Nonconforming Hemyc and MT [[Topic" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Configurations.|letter dated June 7, 2006]] (Agencywide Documents Access and Management System Accession No. ML061660080), PSEG Nuclear LLC (PSEG), provided its response to Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations, for the Hope Creek Generating Station (Hope Creek). In the response, PSEG stated that Hemyc or MT fire barrier materials are not used at Hope Creek for electrical raceway fire barrier systems required for separation of redundant trains located in a single fire area.
In response to whether other fire barrier types are relied on for separation of redundant trains located in a single fire area, PSEG stated, in part, that:
Electrical raceway fire wrap is not used at Hope Creek. The only application of fire wrap at Hope Creek that might be construed to be similar to raceway fire wrap is the use of 3M Type E50A mat on the outside of nonsegregated phase bus ducts. An engineering evaluation concluded that the bus duct wrap installation process provides the intended function as an effective 1-hour fire barrier, consistent with UFSAR [Updated Final Safety Analysis Report] Section 8.3.1.2.1.1.b.
In a conference call with the NRC staff on October 12, 2006, PSEG clarified that the safe shutdown design basis, which is described in Section 9A.5 of the Hope Creek UFSAR, does not rely on the fire wrap to separate any redundant electrical or cable raceways post-fire, and that the discussions of fire wrap in Section 8.3.1.2.1.1.b of the UFSAR describe equipment capabilities that are not relied upon for safe shutdown.
W. Levis The NRC staff has reviewed your response to GL 2006-03 for Hope Creek and concludes that no further action is requested of you at this time. This completes the NRC staffs efforts on TAC No. MD1588 for the review associated with the GL.
