OF MAY 23, 2006, OPEN MEETING WITH BOILING WATER REACTOR OWNERS' GROUP REGARDING PROPOSED TOPICAL REPORT SUBMITTALS FOR RISK-INFORMED TECHNICAL SPECIFICATION INITIATIVES 4a AND 6 (TAC NO. MC1445)
On May 23, 2006, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Boiling Water Reactor Owners' Group (BWROG) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss two proposed topical report submittals related to risk-informed technical specification (RITS) initiatives 4a and 6 for multiple systems completion time (CT) and allowed outage time extensions. A prior pre-submittal meeting was held on October 28, 2004. Due to the time elapsed and NRC staff changes since then, a second meeting was deemed necessary. The October 28, 2004, meeting summary dated December 13, 2004, is available in ADAMS at Accession No. ML043210050; the meeting slide presentation is available in ADAMS at Accession No. ML043140156.
The BWROG reviewed the background and need for the topical reports and revisions made since the October 2004 meeting. The RITS initiative 4a and 6 reports were summarized. The BWROG also discussed the risk-informed approach, the risk impact measures and acceptance criteria, the system evaluation, and risk results. The BWROG stated that the systems being considered have no direct effect on core damage frequency or large early release frequency; the primary effect of the unavailability is on design basis. The proposed changes are:
initiative 4a - change the CT for one subsystem inoperable from 7 days to either 15 or 30 days and initiative 6 - change the CT for explicit technical specification limiting condition of operation 3.0.3 entry from 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> to either 1 or 7 days. The BWROG explained that the benefits of these proposed changes are to: avoid unnecessary unscheduled plant shutdowns, minimize plant transitions, and provide for increased flexibility in scheduling and performing maintenance and surveillance activities.
The BWROG also reviewed the NRC staff comments received from the October 2004 meeting and provided the responses and actions being taken to address them in the meeting slides.
The BWROG stated that it plans to submit both topical reports to the NRC for review in August 2006. Technical Specification Task Force (TSTF) travelers will be submitted once the review of the topical reports has commenced. The NRC staff suggested the TSTF travelers be submitted after any responses to NRC staff requests for additional information regarding the topical reports are submitted.
