SUMMARY
OF PUBLIC MEETINGS TO DISCUSS REVIEW OF THE VOGTLE SITE EARLY SITE PERMIT (ESP) APPLICATION The New Reactors AP1000/EPR Projects Branch (NAPB) held public outreach meetings on May 10 and May 11, 2006, to provide information to the public on the Nuclear Regulatory Commission (NRC) early site permit (ESP) review process, as well as to provide information on opportunities for public involvement in that process for the Vogtle site. The meetings also included a discussion of the perspectives, roles, and responsibilities of the NRC with regard to the Vogtle site. The first meeting the staff conducted was held on May 10, 2006, at the Burke County Library in Waynesboro, Georgia. During this meeting the staff did not provide any formal meeting handouts, instead the staff used an informal open house format to allow the public the opportunity to interface directly with the staff. The staff set up several posters and informational brochures outlining the ESP process.
On Thursday, May 11, 2006, the staff conducted the second public meeting at the Augusta Technical College in Waynesboro, Georgia. The meeting began with another open house, followed by staff presentations and a question-and-answer session. The presentations were made by David Matthews, Division Director, New Reactor Licensing, Christian Araguas, ESP Project Manager for Vogtle; and Mark Notich, ESP Environmental Project Manager for Vogtle.
Consistent with the meeting agenda, the NRC staff discussed the regulatory framework under Title 10 of the Code of Federal Regulations Part 52 for new reactor licensing processes in general, and specifically, the ESP review process. The staff also discussed opportunities for public involvement during the review process. The remainder of the meeting involved an open dialogue among all meeting participants, providing an opportunity for the NRC staff to obtain stakeholder feedback on the proposed action and to address questions the public had on the licensing process. Listed below is a summary of the themes of the questions asked by the meeting participants and addressed by the staff.

Onsite storage of spent nuclear fuel, transportation safety for spent fuel, and likelihood of successfully siting a geologic repository 2.
Security (specific to upgrades since 9/11/01) 3.
Environmental Issues (finality issues with environmental impact statement (EIS),
questions on EIS scope and review process)
Approximately 120 members of the public attended the May 11 public meeting (not including NRC staff).
