REQUALIFICATION PROGRAM EXTENSION - FARLEY NUCLEAR PLANT

Dear Mr. Stinson:

A February 17, 2006, letter from Mr. John G. Horn to Dr. William D. Travers [FNP-2006-0042-TRN] requested an extension to the Licensed Operator Requalification Program. This request for extension of the Licensed Operator Requalification Program has been approved. The program may be extended for completion of the comprehensive biennial written requalification examinations up to June 30, 2006.

10 CFR 55.59(a)(1) requires that each licensee complete a requalification program conducted for a continuous period not to exceed 24 months in duration. Similarly, as noted above, 10 CFR 55.59(c)(1) requires the requalification program to be conducted for a continuous period not to exceed two years. The NRCs position on the application of these time requirements is discussed in Appendix F (Glossary) of NUREG 1021, Operator Licensing Examination Standards for Power Reactors, Revision 9. The term biennial is defined in Appendix F as being: In most instances, a period of time equal to 730 days and synoymous with the term two years.'" The definition then statees that the biennial requirement can extend beyond 730 days if the requirement is met during the anniversary month of the second year. Thus, you have until June 30, 2006, to complete your operator requalification program to ensure compliance with 10 CFR 55.59(a)(1) and (c)(1). If you cannot meet the June 30, 2006, deadline date for completion of the licensed operator requalification program requirements, you would then need to apply for a specific exemption according to 10 CFR 55.11 to further extend the time for completion of the requalification programs requisite comprehensive biennial written examinations.
