SUBJECT: VOGTLE ELECTRIC GENERATING PLANT - NRC RETAKE EXAMINATION

REPORT 05000424/2006301 AND 05000425/2006301

Dear Mr. Grissette:

On May 1, 2006, members of your training staff administered an NRC Senior Reactor Operator

and Reactor Operator written retake examination to two employees of your company who had

reapplied for a license to operate your Vogtle Electric Generating Plant. The NRC waived the

the operating examinations.

The Senior Reactor Operator and Reactor Operator applicants passed their written retake

examination. There were no post-examination comments.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its

enclosures will be available electronically for public inspection in the NRC Public Document Room

or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS

ER 05000424/2006301, ER 05000425/2006301; 05/01/2006; Vogtle Electric Generating Plant,

Units 1 and 2, Licensed Operator Examinations.

An NRC examiner conducted an operator licensing initial retake examination in accordance with

the guidance of NUREG-1021, Revision 9, Operator Licensing Examiner Standards for Power

Reactors. This examination implemented the operator licensing requirements of 10 CFR

§55.43.

The facility licensee administered the written retake examinations on May 1, 2006. The

operator licensing initial written retake examinations were developed by the licensee. One

senior reactor operator (SRO) applicant and one reactor operator (RO) applicant passed the

retake written examinations and were issued a license.

No significant issues were identified.

4. OTHER ACTIVITIES (OA)

4OA5 Operator Licensing Initial Examinations

a. Inspection Scope

The examiners reviewed the written examination developed by the licensee for

compliance with the guidelines specified in NUREG-1021, Revision 9.

The examiner reviewed the licensees examination security measures while preparing

and administering the examinations to ensure that examination security and integrity

complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated one SRO applicant and one RO applicant who were being

assessed under the guidelines specified in NUREG-1021. The licensee administered

the retake of the written examinations on May 1, 2006. The evaluation of the applicants

and a review of documentation was performed to determine if the applicants met the

requirements specified in 10 CFR Part 55.

b. Findings

No findings of significance were identified. Both applicants passed their retake

examination.

The NRC determined that the licensees examination submittal was within the range of

acceptability expected for a proposed examination. One SRO and one RO passed the

written retake examination. No post examination comments were submitted. The

written examinations and answer keys, and examination references may be accessed in

the ADAMS system (ADAMS Accession Numbers, ML061290019 and ML061290020).

4OA6 Meetings, Including Exit

On May 8, 2006, the examiner discussed the examination and preliminary findings with

Mr. Lee Mansfield, Nuclear Operations Training Supervisor, and other members of his

staff. The examiner confirmed that proprietary information was not provided or

examined during the inspection.
