Ladies and Gentlemen:
By letter dated January 5, 2005 (Serial Number 3086), the FirstEnergy Nuclear Operating Company (FENOC) submitted a license amendment application for the Davis-Besse Nuclear Power Station (DBNPS). The proposed amendment would have revised Technical Specification (TS) 3/4.3.2.1, "Safety Features Actuation System Instrumentation," to permit a single inoperable SFAS functional unit to be placed in a bypassed condition indefinitely. FENOC requests that this license amendment request be withdrawn., Commitment List, identifies that there are no commitments contained in this letter.
