DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO LICENSE AMENDMENT REQUEST (TAC NO. MC5547)
Dear Mr. Bezilla:
By letter to the Nuclear Regulatory Commission (NRC) dated January 5, 2005, FirstEnergy Nuclear Operating Company submitted a request for a license amendment to revise Action 10 of Technical Specification Table 3.3-3 to change the required actions when one or two safety features actuation system instrument string functional units are inoperable.
The NRC staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter, and was forwarded to your staff on October 14, 2005. During a discussion with your staff, it was agreed that you would provide a response 120 days from the date of this letter.
The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-3154.

Enclosure REQUEST FOR ADDITIONAL INFORMATION DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 DOCKET NO. 50-346 In reviewing the licensees January 5, 2005, request to revise Action 10 of Table 3.3-3, the NRC staff has determined that the following information is needed in order to complete its review:

Please note that the NRC staff approval of an indefinite bypass of an inoperable Babcock & Wilcox (B&W) reactor trip system (RTS) instrument string is based on both deterministic and risk information. This information is provided in the B&W owners group response to various NRC staff concerns and core melt risk contributions for both 2-out-of-3 (the proposed configuration) and 2-out-of-4 (the license configuration), in B&WOG Topical Report BAW-10167A, Supplement No. 2, dated August 1992. Please provide the appropriate risk information needed to justify the licensees request for approval of indefinite bypass of one instrument string of SFAS.
- 2. of FirstEnergy Nuclear Operating Companys (FENOCs) submittal provides qualitative statements regarding compliance to the listed licensing requirements to justify indefinite bypass of an inoperable safety features actuation system instrument string. Quantitative statements are only provided for the Institute of Electrical and Electronics Engineers (IEEE) 308-1971 requirement. As such, FENOCs submittal addressed only one of the three NRC staff concerns identified in BAW-10167A, Supplement 2 (e.g., independence of power supplies). Information on independence of penetration and sensing lines is not addressed. No quantitative risk information is included in the submittal. Please provide the quantitative information regarding the two concerns related to IEEE 308-1971. Also provide the quantitative justification for the remaining items in Attachment 1 of the licensees submittal.
