50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - UNITS 1, 2 and 3 - FIRE PROTECTION PROGRAM - POST-FIRE OPERATOR MANUAL ACTIONS TVA and NRC discussed the BFN Fire Protection program at a meeting on April 5, 2006. As a result of that meeting, TVA has initiated the following actions:

Identify the post-fire manual actions outside the control room in 10 CFR 50 Appendix R III.G.2 areas in the site Corrective Action Program (Complete PER 101631);

Use the Fire Protection Significance Determination Process (SDP) (Inspection Manual 0609, Appendix F) to evaluate and determine the risk associated with the 10 CFR 50, Appendix R III.G.2 areas with post-fire manual actions; and Correct or take compensatory actions for items identified as Greater than Green and take compensatory actions for items identified as Green via the SDP.

U.S. Nuclear Regulatory Commission Page 2 April 24, 2006 TVA has previously verified and validated the existing Appendix R post-fire manual actions for Units 2 and 3 via timed walk downs. The Appendix R post-fire manual actions for Units 2 and 3 were reviewed and approved by NRC via Safety Evaluation Reports (SERs), but no NRC approved exemption exists. Following completion of the SDP, the Green manual actions will be the short-term compensatory actions for Units 2 and 3. No compensatory actions are necessary for Unit 1 at this time.

Prior to Unit 1 restart (enter into Mode 2 or 3), TVA will correct the areas shown to be risk significant (greater than green) as a result of the SDP. TVA will use existing Unit 1 License Condition 2.C.(13) to approve the Unit 1, 2 and 3 Fire Protection Report (i.e., supercede the current Unit 2 and 3 Fire Protection Report) prior to restart (enter into Mode 2 or 3). At restart, Unit 1 will utilize the same type of manual operator actions as are currently used in Units 2 and 3. The manual operator actions will be demonstrated to be feasible via timed walkdowns.
