SUSQUEHANNA STEAM ELECTRIC STATION, UNIT 1 - CORRECTION TO AMENDMENT NO. 231 (TAC NO. MC9187)

Dear Mr. McKinney:

On March 20, 2006, the Nuclear Regulatory Commission (NRC) issued Amendment No. 231 to Facility Operating License No. NPF-14 for the Susquehanna Steam Electric Station, Unit 1 (SSES 1). The amendment changed the SSES 1 Technical Specification (TSs) by revising (1) the SSES 1 Cycle 15 (U1C15) Minimum Critical Power Ratio (CPR) Safety Limit (MCPR SL) for single-loop operation and (2) the references listed in Section 5.6.5.b.

On March 21, 2006, Mr. Duane Filchner of your staff indicated that there was an error in Section 3.1 of the safety evaluation (SE) in that paragraph 4 stated, As PPL previously described in its letter dated December 22, 2003 (ML04002030346), changes in both the two-loop and single-loop MCPR safety limits are due solely to cycle-to-cycle variation and estimated to range from... We agree that this is an incorrect statement. The statement should read, As PPL previously described in its letter dated December 22, 2003 (ML04002030346),

changes in both the two-loop and single-loop due solely to cycle-to-cycle variation are estimated to range from... The incorrect statement implies that the changes in the MCPR SL are due to cycle-to-cycle variation, whereas the intent of the statement in your December 22, 2003, submittal was to provide the NRC with an estimated range of change in the MCPR SLs due solely to cycle-to-cycle variation.

In addition, paragraph 2 in Section 3.1 of the NRCs SE, incorrectly references EMF-1997(P)(A) as the applicable SPCB CPR correlation reference for calculating the MCPR SL. The correct reference for the SPCB CPR correlation is EMF-2209(P)(A).
