Dear Mr. Christian:

By letter dated February 9, 2006, Virginia Electric and Power Company (VEPCO) submitted proposed relief request CMP-006, Revision 1 for Surry 2 to make use of Code Case N-706 as an alternative for American Society of Mechanical Engineers, Boiler and Pressure Vessel Code,Section XI required inservice inspections on the Regenerative and Residual Heat Exchangers.

Based on its review of the February 9, 2006, submittal, the Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review.

The NRC staffs questions are provided in the enclosure. In its February 9, 2006, submittal, VEPCO requested approval of this relief request for the duration of the Fourth Inservice Inspection Interval. In order to support VEPCOs relief request, the NRC staff requests a response to this RAI within 30 days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION PROPOSED RELIEF REQUEST CMP-006, REVISION 1 SURRY POWER STATION, UNIT NO. 2 VIRGINIA ELECTRIC AND POWER COMPANY By letter dated February 9, 2006 (Agencywide Documents Access and Management System Accession No. ML060400445), the Virginia Electric and Power Company (the licensee) submitted Request for Relief No. CMP-006, Revision 1 from the requirements of the American Society of Mechanical Engineers, Boiler and Pressure Vessel Code (ASME Code),Section XI, for Surry Power Station, Unit No. 2 (Surry 2).

The request for relief is for the fourth 10-year inservice inspection (ISI) interval, in which Surry 2 adopted the 1998 edition through the 2000 addenda of ASME Code,Section XI as the ASME Code of record.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR), 50.55a(a)(3)(i), the licensee has submitted the subject relief request requesting to use ASME Code Case N-706, "Alternative Examination Requirements of Table IWB-2500-1 and Table IWC-2500-1 for PWR Stainless Steel Residual and Regenerative Heat Exchanger Section XI, Division 1." ASME Code Case N-706 allows the licensee to perform VT-2 visual examinations in lieu of the volumetric or surface examinations specified for Residual and Regenerative Heat Exchangers pressure-retaining welds. ASME Code Case N-706 is based on a Westinghouse report, "Technical Basis for Revision of Inspection Requirements for Regenerative and Residual Heat Exchangers," prepared at the request of the Westinghouse Owners Group.

The NRC staff requests responses to the following questions in order to continue the review of this Relief Request:

Questions ASME Code Case N-706, Table 1, Note 2 requires that all welds shall have received at least one volumetric examination. The preservice or Construction Code volumetric examination may be used to meet this requirement.

(a) Please confirm that the pressure-retaining welds in the Surry 2 Residual Heat Exchangers 2-RH-E-1A and 2-RH-E-1B, and Regenerative Heat Exchanger 2-CH-E-3 have received at least one volumetric examination as stated in Note 2 of Table 1 in ASME Code Case N-706.

(b) Please provide the date of the examination and findings, if any.

(c) Please provide the start and end dates for the fourth 10-year ISI interval.
