OF MARCH 16, 2006, PUBLIC MEETING TO DISCUSS ELECTROMATIC RELIEF VALVE INSPECTION SCOPE FOR THE QUAD CITIES UNIT 2 REFUELING OUTAGE On March 16, 2006, the Nuclear Regulatory Commission (NRC) held a public meeting with the Exelon Generation Company at the NRCs Region III office in Lisle, Illinois. The purpose of the meeting was to discuss the planned inspection scope for the electromatic relief valves (ERVs) during the Quad Cities Nuclear Power Station Unit 2 refueling outage as a result of the ERV actuator degradation identified during December 2005 and January 2006 forced outages.
This meeting also provided an opportunity for Exelon and the Quad Cities staff to describe the results of the root cause investigation for the ERV degradation and to summarize the modifications and other corrective actions planned to reduce Main Steam Line (MSL) vibration and improve the ERV actuator performance.
Geoffrey Grant, Deputy Regional Administrator, Region III, and Mark Satorius, Division Director, Division of Reactor Projects, Region III, opened the meeting. Tim Tulon, Site Vice President, Quad Cities, introduced Exelons presentation. Exelon presented an overview of the preliminary root cause evaluation, conclusions, and related corrective actions. Additionally, Exelon presented the results of the extent-of-condition review, planned outage inspection scope, a summary of planned modifications, and a summary of the startup test plan. Planned actions for Quad Cities Unit 1 were also discussed. Specific technical issues related to the presentation were discussed during the meeting and key future interactions between Quad Cities and the NRC were reviewed to ensure timely communications are maintained as the outage, modifications, and test plan move forward.
In closing remarks, James Caldwell, Regional Administrator, Region III, reinforced the need for clear communications between Exelon and the NRC. He also reinforced the importance of ensuring the root cause determination and corrective actions were thorough and that the vibration related issues were resolved in a timely manner.
