ORDER On February 22, 2006, the Commission published notices of opportunity for hearing in each of the three captioned proceedings. 71 Fed. Reg. 9168, 9175, 9176. Each notice directed the publics attention to the Commissions procedural rules (10 C.F.R. Part 2, Subpart C) and particularly to 10 C.F.R. § 2.309, which sets forth the required contents for petitions to intervene. On March 8, 2006, the Maryland Office of the Peoples Counsel (an independent state agency) filed petitions to intervene in the three captioned proceedings. The petitions, however, on their face do not satisfy the Commissions procedural requirements. For example, the petitioner fails to proffer any proposed contentions. See 10 C.F.R. § 2.309(a).

Therefore, pursuant to my authority under 10 C.F.R. § 2.346(h), I dismiss the petitions as procedurally deficient. However, if the petitioner wishes, it may still file comments with the

NRC Staff by Friday, March 24, 2006, regarding the license transfer applications, pursuant to 10 C.F.R. § 2.1305. See Duquesne Light Co. (Beaver Valley Power Station, Units 1 and 2),

CLI-99-23, 50 NRC 21, 22, & CLI-99-25, 50 NRC 224, 225 (1999).
