SUMMARY

OF FEBRUARY 15, 2006, MEETING WITH VEPCO AND WESTINGHOUSE TO DISCUSS AN INCREASE OF THE LEAD ROD AVERAGE BURNUP LIMIT AT SURRY 1 AND 2 On February 15, 2006, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of VEPCO and Westinghouse at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss VEPCOs proposal to increase the lead rod average burnup limit from 60,000 MWD/MTU to 62,000 MWD/MTU at Surry 1 and 2. A list of attendees is provided as.

By letter dated March 17, 2005, as supplemented by letters dated August 1, and December 15, 2005, VEPCO requested a license amendment to extend the lead rod average burnup limit to 62,000 MWD/MTU. During the review process, the NRC staff identified several issues regarding the composition of the Surry Improved Fuel, the application of Topical Report WCAP-12488-A, Westinghouse Fuel Criteria Evaluation Process, and the plant-specific analysis used to justify the increase to the lead rod average burnup limit. As such, VEPCO had requested this meeting in order to address the NRC staffs concerns. VEPCOs handout is shown in Enclosure 2. During its presentation, VEPCO provided reasons for requesting an increase in the lead rod average burnup limit, and discussed its justification for this increase.

VEPCO indicated that the existing lead rod average burnup limit of 60,000 MWD/MTU has required it to modify the reactor core design in order to stay below this limit.

The NRC staff queried VEPCO about its responses to the NRC staffs requests for additional information. The NRC staff suggested that VEPCO provide a plant-specific justification that follows the criteria of Standard Review Plan 4.2, Fuel System Design. This would capture the NRC staffs concerns. VEPCO indicated that it was generally supportive of the idea, but that it may request additional meetings to ensure the NRC staffs concerns were addressed in future submittals.
