OF THE FEBRUARY 21, 2006, CATEGORY 2 MEETING WITH NUCLEAR ENERGY INSTITUTE TO DISCUSS DESIGN-CENTERED APPROACH TO REVIEWING COMBINED LICENSE APPLICATIONS On February 21, 2006, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Nuclear Energy Institute (NEI), at the NRC Headquarters in Rockville, MD. The purpose of the meeting was to discuss the design-centered approach to review combined license applications (COLAs). A list of meeting attendees is included as Attachment 1, and the agenda is included as Attachment 2. contains the NRC meeting handouts on the design-centered approach, and contains NEIs handouts on the industrys perspective on COLA Standardization which can be accessed through the Agencywide Documents Access and Management System (ADAMS). This system provides text and image files of NRCs public documents. The handouts mentioned above may be accessed through the ADAMS system under Accession No. ML060550097. A summary of the meeting is included below.

The NRC staff started the meeting by discussing the design-centered review approach for COLAs. The NRC staff stated that one decision is made for a specific reactor design, and that decision is promulgated from the reference COLA to all COLAs referencing the same reactor design. This approach will ensure safety, timely decisions, and effective use of resources. The approach is dependent on the applicants maximizing standardization of their COLAs. The staff and industry representatives discussed various aspects of a reference COLA, including when one would be identified and submitted, and what portions of a reference COLA would be considered standard. Industry representatives gave their presentation on industry activities and plans for COLA standardization. NEI and NRC staff discussed areas of a COLA which could be standardized along technology specific areas as well as technology neutral areas.
