On January 20, 2006, the NRC issued Generic Letter 2006-01, "Steam Generator Tube Integrity and Associated Technical Specifications," which requested that licensees provide the specified information within 30 days. Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc. (PEC), is hereby providing the information requested within 30 days, for H. B. Robinson Steam Electric Plant, Unit No. 2, in Attachment II to this letter.

Attachment I provides an Affirmation in accordance with the provisions of Section 182a of the Atomic Energy Act of 1954, as amended, and 10 CFR 50.54(f).

ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 FESPONSE TO NRC GENERIC LETTER 2006-01, "STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS" On January 20, 2006, NRC Generic Letter (GL) 2006-01, "Steam Generator Tube Integrity and Associated Technical Specifications," was issued requesting that licensees provide the requested information within 30 days. Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc. (PEC), is hereby providing the information requested within 30 days, for H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2, as follows:

NRC Request for Information Option 1:

Within 30 days of the date of this GL, either confirm that you have submitted a request to modify the SG portion of your TS that is consistent with TSTF-449, Revision 4, or provide a regulatory commitment detailing your plans and schedule for submitting such a request (refer to Regulatory Issue Summary 2000-17, "Managing Regulatory Commitments Made by Power Reactor Licensees to the NRC Staff"). If you modify your commitment so that the request will not be submitted by May 31, 2006, provide the information requested in Option 2 within 60 days of changing your commitment. If your commitment is to submit a request after May 31, 2006, provide the information requested in Option 2. If you or the NRC staff determine that your submittal is not consistent with TSTF-449, Revision 4, provide the information requested in Option 2 within 60 days of this determination.

Response to Option 1:

Carolina Power and Light Company, also known as Progress Energy Carolinas, Inc. (PEC), hereby commits to submit a license amendment request by May 31, 2006. The proposed amendment request will be based on the guidance contained in Technical Specifications Task Force (TSTF) -

449, Revision 4. A license amendment request is currently being developed for HBRSEP, Unit No 2. It is expected that the license amendment request will be considered consistent with TSTF-449, Revision 4, which in turn will obviate the information requested by Option 2 of GL 2006-01.
