February 17, 2006 Carolina Power and Light Company ATTN: Mr. James Scarola Vice President Brunswick Steam Electric Plant P. O. Box 10429 Southport, NC 28461

SUBJECT:

ASSESSMENT FOLLOW-UP LETTER - BRUNSWICK STEAM ELECTRIC PLANT UNIT 2

Dear Mr. Scarola:

On February 7, 2006, we informed you in a letter from Charles A. Casto, Director, Division of Reactor Projects that we planned to conduct a supplemental inspection using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, during the week of February 27, 2006. The purpose of this inspection was to review the actions taken to address the Brunswick Unit 2 unplanned down-powers which resulted in Unit 2 crossing the threshold from Green to White for the Unplanned Power Changes per 7000 Critical Hours PI in the 4th Quarter of CY2005.

Specifically, the inspection was planned to review four of the seven risk significant performance issues that did not require a unit shutdown to complete your corrective action review. Currently, we understand that one of these four requires additional review on your part. Due to this additional review which may impact our February 27 inspection, plus several NRC inspection issues, we have decided to postpone this supplemental inspection until the week of June 5, 2006. We intend to complete the inspection at that time. However, if all of the involved issues cannot be fully inspected at that time due to the root cause(s) not being finalized, we will conduct another inspection after you notify us of their finalization.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
